I think you are right. The Ukranians should target the engines, rather than rolling stock. Engines take a long time to build and require a diversion of resources from military equipment to do so. If this article is true, and lack of engines is an issue, it should be very possible to use drones to take out engines. They are probably less well defended than military assets.
